Surveillance involves monitoring or observing a person's movements or other activities, or listening to their conversations, and can be undertaken with or without using a recording device.
Surveillance is covert if it is carried out in such a way that it is intended that its subject should remain unaware of it happening, and is most commonly deployed in situations where it would be impossible to gather intelligence or evidence about a subject's activities using other methods.
